Subject: Changes to CALNET State Associated Administrative Fee
The California Department of Technology (CDT) has directed all CALNET Contractors to implement changes to the rate and application method of the CALNET State Associated Administrative Fee (SAAF). This modification will simplify SAAF collection and validation while lowering the SAAF rate for the majority of CALNET services.
New SAAF Rate and Application
- 2% fee applied to all CALNET contracted items
This new directive applies to all CALNET contracts and categories. The new SAAF rate shall be applied to all services, products, or features regardless of whether the item incurs a monthly recurring charge or a non-recurring charge.
CALNET Contractors will implement the new SAAF directive by October 20, 2026.
The CALNET SAAF is an administrative fee established by the CDT on a cost recovery basis. The fee is based on the CDT costs to manage the CALNET Contracts as well as perform other mandated functions. CALNET Contractors bill and collect the SAAF from CALNET Customers and remit the SAAF to the CDT as set forth in each CALNET Contract.
