Subject: Legacy Phone System Efficiency Measure
In alignment with Governor Gavin Newsom’s Executive Order N-30-25 directing every state agency to implement efficiency measures, the state of California is phasing out legacy phone systems in favor of modern, cloud-based communications. Effective immediately, the California Department of Technology (CDT) and CALNET Program have implemented the following legacy phone system control measure:
Non-exempt state agencies are required to obtain a CALNET Contract Services Delegation (CALNET Contract Delegation) prior to placing orders for certain CALNET Legacy contract services.
All services that require a CALNET Contract Delegation are indicated as such in the Service Catalogs (Catalog B). The specific services that have had their delegation designation modified in relation to this efficiency measure are listed in the table below:

Non-exempt state agencies can request a CALNET Contract Delegation through the CDT IT Services Portal. Further guidance related to CALNET Contract Delegations can be found in State Telecommunications Management Manual (STMM) Chapter 3-502.0.
