Cal-Secure 2.0 is California’s multi-year roadmap for information security maturity across California’s Executive Branch. Evolving from the original 2021 Cal-Secure, we’ve matured a compliance-based checklist into a flexible, risk-based strategy tailored to the distinct missions of the state’s agencies, departments, and offices.
The roadmap responds to a threat landscape now moving at lightening speeds. AI-orchestrated attacks, agentic adversaries, and a time-to-exploit window that has collapsed from months to hours demand a faster, more adaptive approach to defense. Building on the foundational blocks of the original Cal-Secure, Cal-Secure 2.0 meets that moment, equipping state entities to strengthen their resilience while adopting AI, post-quantum cryptography, and other emerging technologies safely and responsibly.
Organized around three pillars (People, Process, and Technology) and guided by the values of Transparency, Collaboration, and Innovation, Cal-Secure 2.0 sets a shared direction. It helps every level of government become future-ready, stay responsive to emerging threats, and serve Californians today while anticipating tomorrow’s needs.
