TA 26-09: Statewide Global Address List Modernization

  • Issue date: July 20, 2026
  • Attention: All CDT Customers
  • Action requested: Informational Only
  • Effective date: July 20, 2026

Overview

The California Department of Technology (CDT) is transitioning to a Multi-Tenant Organization (MTO) model. This strategic move is designed to significantly enhance interdepartmental collaboration across state entities. Additionally, the MTO model will facilitate more efficient and synchronized Statewide Global Address List (GAL) management.

Reason for Change:

California state entities historically used a custom solution to provide GAL services. This customized solution can be difficult to manage due to failures, duplicate objects, and manual maintenance.

CDT’s Unified GAL service provides the infrastructure required for all subscribers to utilize a consolidated address listing. CDT is modernizing this system to ensure consistent support and compliance.

Next Steps:

CDT will contact state departments individually to discuss the MTO model and next steps.
