Overview
Effective July 1, 2026, the California Department of Technology (CDT) will launch Digital Identity Services (D-ID) through the California Identity Gateway. The California Identity Gateway (IDG) is a vendor-agnostic, identity and eligibility attribute verification platform specifically built to provide access to government services in a secure, privacy-preserving, consent-driven, equitable and open manner.
The Digital Identity Program offers a variety of identity verification services, eligibility attribute verification capabilities through state and federal data sources, all while maintaining strong security and compliance standards. Information shared with the California Identity Gateway is used only to verify individuals’ identities and data attributes and not stored thereafter.

How to Request Digital Identity services:
State departments interested in using the California Identity Gateway may submit a Digital Identity Services request through the CDT IT Services Portal beginning July 1, 2026. Requests submitted during this period will be queued and processed in advance to support timely onboarding. Please note that access to the California Identity Gateway will not be available until July 1, 2026.

Rates/Subscription Options:
The D-ID costs will be recovered through a fifteen percent (15%) pass-through fee applied to applicable vendor charges to support the administration and delivery of D-ID services. For customer-specific implementations, Specialized Support and Cloud Hosting services may be available as optional add-ons.
- 15% Pass-Through on Usage-Based Vendor Transaction Charges: Transaction-based vendor costs will be billed monthly based on measured usage. The customer bill will reflect their vendor transaction costs plus 15%.
- 15% Pass-Through on Shared Vendor Services: Annual or recurring vendor fees will be billed annually and allocated proportionally based on customer usage during the applicable period. The customer bill will reflect their proportional vendor costs plus 15%.
Optional Add-On Costs/Charges:
- Specialized Support: For customer support needs that exceed standard service support, CDT will utilize existing consulting rates to recover the cost of additional effort.
- Cloud Hosting: When a customer’s Digital Identity Gateway implementation requires CDT-hosted infrastructure supported by third-party cloud services, associated hosting costs will be recovered as Vendor Hosted Subscription Services (VHSS) charges.
